can anyone tell me what are those little white circles that appear at the end of a movie or just before a commercial back when television stations used 16mm stock to show tv shows ,even at the end of most cartoons there is a little star looking thing that appears these only last about maybe a second or less?????

Those are projector sync marks. They tell the
projectionist when to start the next reel.
